Keith McGuire retired from the National Transportation Safety Board in 2006 as the Regional Director of the Northwest Region after a 28-year career as an investigator and manager with the agency.  While with the NTSB, Keith investigated a wide variety of aircraft accidents ranging from general aviation to air carriers and represented the agency overseas as an accredited representative.  He was also involved in the investigation of both government and commercial space accidents.

Prior to the NTSB, Keith was a pilot and squadron safety officer with the US Air Force.  He currently holds a commercial pilot certificate for both airplanes and helicopters, a type rating in L-382 aircraft and is a Certified Flight Instructor.

Keith has been an instructor for ICAO workshops and has written one of the chapters for the updated ICAO Accident Investigation Manual.  He currently is drafting the ICAO manual for how countries with limited resources can comply with annex 13 accident investigation standards.  Keith has been an instructor for NTSB at numerous training programs for over 20 years, including classes in China, Indonesia, Singapore, Taiwan, Thailand, India, Sri Lanka and Germany.  When the NTSB started an Academy in 2002, Keith coordinated the initial curriculum for the agency.  In 2000, he initiated the ICAO/NTSB Accident Investigation Workshops in Asia and coordinated the program until 2006.  This unique program brought together 17 Asian countries to share accident information and explore ways to improve aviation safety.  This program is continuing today with Asian leadership.  

Keith has a BA in Physics from the University of Northern Colorado and an MA in Counseling Psychology from Ball State University.  He has also completed the Senior Executive Fellows Program at Harvard University.
